SLSU Partners with OCD-VIII, PDRRMO-SL for PSCP Training

On September 1–5, 2025, Southern Leyte State University (SLSU) conducted a Public Service Continuity Plan (PSCP) Training participated by selected university officials from all six SLSU campuses, in collaboration with the Office of Civil Defense (OCD) – Region VIII and the Provincial Disaster Risk Reduction and Management Office (PDRRMO) of Southern Leyte. The training was held at SLSU – Hinunangan Campus.
The PSCP is an all-hazard framework designed to ensure the continuous delivery of services to the public—particularly SLSU students, faculty, and staff—amidst any disruption. It emphasizes the University’s internal capacities, recovery requirements, and strategies to minimize damage and loss to essential processes, ensure succession of leadership, and strengthen the continuity capabilities of all mission-essential and critical services.
The training aimed to equip the University with the knowledge and tools necessary to design and implement strategies that will safeguard operations and uphold SLSU’s mandate of providing quality service.
Participants were organized into five functional units, each tasked with crafting its own PSCP based on its core responsibilities: Support to Operations composed of the offices from Human Resource and Development, Planning and Development, EM-DRRM, and Public Affairs and Strategic Communications, and Security, Safety and Services of the external campuses; Administration and Finance, consisting the Legal Office, Finance Management Office, Office of the Board Secretary, General Services Office, CAO, Internal Audit Office, and the Business Affairs and Resource Generation Office; Instruction composed of selected faculty members, deans, and the Registrar’s Office; Student Auxiliary and Services composed of SAS Heads, Guidance and Counseling Office, Learning Commons, and the NSTP-ROTC Head; and Research, Innovation, and Extension Services which was composed of the offices from Research and Innovation, Extension Services and Geographic Information System – Tech.
Over the course of five days, participants engaged in a comprehensive program covering eight modules that guided them in the formulation of their Continuity Plans.
The sessions were facilitated by, Ms. Maria Lourdes Dela Calzada, Civil Defense Officer III, OCD Region VIII; Mr. Josephus Anthony Duenas, Administrative Officer V, DepEd SDO Baybay City Division; Dr. Danilo L. Atienza, Provincial DRRM Officer, Southern Leyte
The first four days consisted of discussions and workshop exercises, enabling participants to contextualize the PSCP in their respective areas of responsibility. On the fifth day, a closing ceremony was held, where participants shared their learning insights from the training.
However, the planning does not end there. During the closing ceremony, Dr. Dewoowoogen Baclayon, Vice President for Administration and Finance (VPAF), announced that another session will be convened for participants to present a more comprehensive version of their PSCPs for each unit, in preparation for adoption by the University.
Through this collaborative effort, Southern Leyte State University is taking a significant step toward institutional resilience, ensuring that its mission to provide quality education and services continues even in times of disruption. This also furthers the institution’s commitment to the SDGs, particularly SDG 4 (Quality Education), SDG 11 (Sustainable Cities and Communities), SDG 13 (Climate Action), SDG 16 (Peace, Justice and Strong Institutions) and SDG 17, (Partnership for the Goals).
