Southern Leyte State University and Maasin City LGU Forge Partnership for Procurement Management Information System (PMIS) Implementation

Southern Leyte State University (SLSU) and the Local Government Unit (LGU) of Maasin City have formally partnered to implement the Procurement Management Information System (PMIS), a technology-driven initiative aimed at streamlining and enhancing procurement processes within LGUs. The Strategic Orientation, Comprehensive Briefing, and Memorandum of Agreement (MOA) Signing Ceremony took place at Hotel de SLSU on February 6, 2025, marking a significant step toward ensuring transparency, efficiency, and accountability in procurement operations.
The PMIS, developed by the Office of the University Information Systems and Analytics (UISA) team at SLSU, aligns with the university’s commitment to knowledge sharing, technology transfer, and fostering innovation to improve public service efficiency. Recognizing its potential, Maasin City LGU has expressed its commitment to adopting the system as part of its digital transformation efforts.
The ceremony commenced with an Invocation and the National Anthem, followed by a Welcome Remarks delivered by Dr. Francis Ann R. Sy, Vice President for Research, Innovation, and Extension Services at SLSU.A Message of Commitment was given by Hon. Nacional V. Mercado, Mayor of Maasin City, reinforcing the LGU’s dedication to embracing digital solutions for governance. Additionally, Dr. Jude A. Duarte, University President of SLSU, delivered a Message of Support, emphasizing the university’s role in advancing technology-driven public service improvements.
The formal partnership was sealed with the signing of the Memorandum of Agreement (MOA), facilitated by Ms. Adelfa C. Diola, Director of Extension Services. The agreement underscores both parties' commitment to ensuring a seamless transition and implementation of the system. The signing was followed by a photo opportunity to commemorate the milestone.
The orientation provided attendees with an in-depth understanding of the PMIS, covering its objectives, functionalities, and user responsibilities. Key presentations included an overview of the system by Engr. Samuel Tomaub, a system demonstration by Mr. Nestnie D. Honrada, and implementation guidelines by Mr. Francis Rey F. Padao. Additionally, discussions focused on training and capacity-building plans to equip stakeholders with the necessary skills to use the system effectively, as well as a system monitoring and evaluation framework to measure the impact of the implementation.
The event concluded with Closing Remarks from Dr. Dewoowoogen P. Baclayon, Vice President for Administration and Finance, who highlighted the significance of the initiative in fostering digital transformation in government operations.
A Networking and Fellowship Session followed, allowing participants to discuss further collaboration opportunities.
The partnership between SLSU and Maasin City LGU represents a progressive step toward digital transformation in local governance.
