CLEAR Project Launches Second Training on Financial Management Analysis in Brgy. Canturing

The CLEAR Project, spearheaded by Southern Leyte State University–Maasin City Campus, continued its mission of promoting good governance and financial accountability with its second community training activity titled “Financial Management Analysis,” held on June 19–20, 2025, at Barangay Canturing, Maasin City.
The training was attended by key sectors of the community, including women, Sangguniang Kabataan (SK), and Sangguniang Barangay Member (SBM) representatives, who are the primary beneficiaries of the project. These participants play vital roles in local governance and community development, making the training highly relevant to their responsibilities.
The sessions covered essential topics to enhance the financial management capacities of the barangay officials. Ms. Juvenal Flores Sumaya, Activity Leader and faculty member of SLSU, opened with a
discussion on the significance of sound financial management in local governance, emphasizing transparency, responsible fund use, and the importance of accurate planning in delivering basic services.
Following this, Mr. Robin Ariel F. Sumaya, University Accountant, presented an analysis of financial statements, teaching participants how to interpret revenue, expenses, and budget variances to make informed decisions for barangay operations.
Further sessions included Mr. Jules Bryan B. Sabucido, Accountant of SLSU Maasin City Campus, who discussed “Barangay Basic Tax Compliance: Understanding Withholding Taxes and BIR Forms.” His presentation clarified the legal responsibilities of barangay units regarding withholding taxes and the correct completion and submission of BIR forms.
To provide practical application of these concepts, Mr. Gilbert Pavo, Budget Officer of SLSU Maasin City Campus, conducted a hands-on workshop on tax computation and processes, guiding participants through exercises to enhance their understanding of their fiscal responsibilities.
The activity received positive feedback for its engaging and practical approach to community education. As part of the CLEAR Project’s broader commitment to building financially literate and transparent local governance units, more activities are planned in the months ahead.
