SLSU RIES benchmarks Mindanao's Best Practices for Research & Extension

In an strategic effort to enhance its research and extension programs, Southern Leyte State University (SLSU) conducted a benchmarking visit to five leading universities in Mindanao from March 18–21, 2025. The visit included engagements with the University of Southeastern Philippines (USeP), Bukidnon State University (BukSU), Central Mindanao University (CMU), the University of Science and Technology of Southern Philippines (USTP) – Main Campus, and USTP-Claveria Campus. The focus of the benchmarking was to examine best practices, processes, and incentives that contribute to achieving institutional targets.
The team was led by Ms. Adelfa C. Diola, the Director for Extension Services, together with Mr. Tamar Mejia Jr - Head of Management Information System, Engr. Lelie Lou B. Bacalla - Head of Monitoring and Evaluation, Dr. Melvin Sarsale – RIES Head, San Juan Campus, Dr, Fe Alin T. Dalangan – ES Coordinator, Hinunangan Campus, Ms Juvy Flores from Maasin City Campus and Ms. Catherine Redondo – ES Staff.

The SLSU team explored the university’s robust research culture, strong research centers, and strategic collaborations with government agencies and industries. USeP has established itself as a leader in research productivity by integrating performance-based incentive systems that reward faculty members for publications, patents, and community-based projects. USeP’s extension programs focus on technology transfer, business innovation, and agricultural development.
The visit provided SLSU valuable insights into how strategic partnerships and incentive-driven research initiatives contribute to institutional success.
A Glimpse to the Community-Driven Extension of Bukidnon State University
On the morning March 19, the SLSU team visited Bukidnon State University (BukSU) to examine its community-driven extension programs. BukSU's dedication to inclusive methods in livelihood training, education, and social empowerment had a major influence on the region's marginalized and indigenous populations.
The university’s achievement of its targets is attributed to a systematic approach to research and extension implementation. Support from the College Deans and University Research and Extension Council is essential in ensuring that the Program/Project implemented is aligned with the curricular and agenda-based target of the University. Incentives such as grants for project proposals, research publication rewards, workload units and travel support for faculty members have boosted participation in these activities.
Studying the Agricultural and Biodiversity Research of Central Mindanao University
On the same day (March 19), the team proceeded to visit Central Mindanao University (CMU) to benchmark its best practices in agricultural research, biodiversity conservation, and rural development.The visit also focused on how CMU implemented incentivization mechanisms, and strategies for achieving target indicators to the community.
CMU has a strong reputation for its extensive research networks, particularly in agriculture and environmental conservation. With numerous research collaborations and funding partnerships, the university has consistently met its targets. Faculty members are encouraged to engage in research through incentives such as performance-based bonuses, publication grants, and infrastructure support.
During the visit, SLSU representatives observed how CMU effectively integrates research into its extension programs, ensuring that findings are applied in real-world scenarios. This strategic approach not only advances academic excellence but also enhances the university’s role in community development. The visit provided SLSU with essential insights into how research excellence translates into tangible community benefits.
Exploring the Innovation-Driven Research of University of Science and Technolgy of Southern Philippines (USTP)
On March 20, the SLSU Team went to University of Science and Technology of Southern Philippines (USTP) to benchmark its research and extension ecosystem, with a special focus on how USTP achieves its General Appropriations Act (GAA) targets and rewards research productivity. USTP’s research framework is centered on technology-driven solutions for industry and community challenges.
The university prioritizes innovation, with a strong emphasis on patent development, technology transfer, and commercialization of research outputs. This focus has enabled USTP to consistently meet its GAA targets, with funding allocations effectively utilized for research projects and infrastructure development.
Faculty members and researchers at USTP benefit from a structured incentive system, including grants for high-impact studies, rewards for patent applications, and funding for international research collaborations. The benchmarking visit provided SLSU with valuable insights into how strategic investments in research and development contribute to a university’s overall success.
Looking through USTP-Claveria's Research and Extension Program through it's BS Agroforestry
And on their last day, on March 21, the SLSU team visited USTP-Claveria Campus to benchmark its BS Agroforestry research and extension program as input to the proposed opening of BS Agroforestry program in SLSU-HInunagan Campus.
The campus is known for its strong agroforestry initiatives that integrate sustainable land management practices, biodiversity conservation, and community-based reforestation efforts. The delegation explored how USTP-Claveria aligns its research and extension programs with environmental sustainability goals.
The BS Agroforestry program at USTP-Claveria focuses on sustainable agricultural systems, soil and water conservation, and climate resilience strategies. Research incentives, including grants for applied agricultural research and technology transfer initiatives, have contributed to the success of the program.
Through these benchmarking visits, SLSU gained a deeper understanding of effective strategies in research and extension management. By integrating these best practices, SLSU aims to enhance its institutional performance, improve its research impact, and strengthen community engagement. Additionally, this initiative supports various Sustainable Development Goals, including SDG 4 (Quality Education), SDG 9 (Industry, Innovation, and Infrastructure), and SDG 17 (Partnerships for the Goals), reinforcing the role of academic institutions in driving progress toward a sustainable future.
