Participatory Budgeting with Stakeholders
Southern Leyte State University and its partnership with stakeholders such as the Association of Faculty Organization (AFO), Federation of Supreme Student Council (FSSC), Federation of Alumni Association (FAA) and the Facilitative & Administrative Society (FAdS) convened and discussed the agency’s budget for FY 2017. The activity entitled “Consultation and Forging of Budget Partnership Agreement (BPA) with Stakeholders re Proposed Capital Outlay for FY 2017” was conducted on April 7, 2016 at the Plenary Hall, University Student Services Center, SLSU-Main Campus.
The SLSU entered into participatory budgeting and constructive partnership with stakeholders to identify and prioritize projects for FY 2017. The BPA is a formal agreement entered into between SLSU and its partners. It provides a venue for stakeholders to participate, execute, monitor and evaluate specific programs/ activities / and projects whether it is aligned to the priorities and thrust of the university.
The activity started with a short opening program wherein President Yepes formally welcomed representatives from the AFO, FSSC, FADS, FAA and other University Officials and stated the rationale of the activity. A total of forty-five (45) stakeholders attended the consultative meeting and were presented to the body by their association presidents. Engr. Joel Guasa, Planning Officer, presented SLSU’s Performance for 2015. A summary of SLSU’s Statements Receipt and Expenditure for FY 2015-2017 was presented by Ms. Lylwin Alcober, Budget Officer. President Yepes presented the BPA guidelines. After which, an open forum, stakeholders group workshop and presentation of ranked Capital Outlay projects for CY 2017 followed.
