Southern Leyte State U is eligible for top-up incentive through PBB
Southern Leyte State University is one of the state colleges and universities (SUCs) in the country which qualified for the 2020 Performance-Based Bonus (PBB) 2020, a Performance-Based Incentive System (PBIS) for government employees that is being introduced in fiscal year 2012.
Based on the Management Accountability Report Card from the Inter-Agency Task Force on the Harmonization of National Government Performance Monitoring, Information and Report Systems (Administrative Order No.25 s. 2011) signed by the Department of Budget and Management Undersecretary and Chairperson of AO25 AITF and AO25 Technical Working Group Kim Robert C. De Leon, the University has been compliant transparency seal such as the Freedom of Information (FOI) Manual, Guidelines on System of Rating and Ranking, and the Establishment and Conduct of Agency Review and Compliance Procedure. Likewise, Southern Leyte State U complied with the requirements on Citizen's Charter, cash advance liquidation, and Statement of Assets, Liabilities, and Net Worth (SALN).
Further, the Southern Leyte State University has conformed with the Quality Management System requirements, submission of FY 2020 Annual Procurement Plan for Non-Common Use Supplies (APP-NCSE), posting of indicative FY 2021 APP-NCSE, submission of FY 2021 APP-CSE, the undertaking of early procurement for at least 50% of goods and services, submission of FY 2019 Agency Procurement Compliance and Performance Indicator (APCPI) system, and compliance with at least 30% of prior year's audit recommendations.
More than the incentive, the PBB has significantly contributed to the university's organizational and employee performance, leading to concrete and visible improvements in the delivery of services to our clients and stakeholders.
Southern Leyte State University has been consistently PBB-eligible since 2012 except in 2018 and 2019.
The criteria and conditions for the grant of FY 2021 PBB, as stated in the letter from the Inter-Agency Task Force on the Harmonization of National Government Performance Monitoring, Information and Report Systems, have been improved to strengthen the effectiveness of the incentive system in helping agencies achieve the mission-critical objectives and expected outcomes of the government. Such improvements aim to measure and evaluate agency performance with emphasis on the public's satisfaction on the realization of the agencies' performances targets, quality of service delivery, efficiency in the use of resources, and strengthened agency stewardship.
The PBB will be given to employees based on their contribution to the accomplishment of their Department’s overall targets and commitments. The ranking of units and personnel will be based on their actual performance at the end of the year, as measured by verifiable, observable, credible, and sustainable indicators of performance.
