Southern Leyte State U is one of the most efficient SUCs in the region: DBM Otso
The Southern Leyte State University gets recognition as one of the most efficient state universities and colleges (SUCs) in Eastern Visayas region from the Department of Budget and Management Regional Office VIII (DBM Otso) Regional Director herself, Imelda C. Laceras.
DBM Otso paid a visit to the six campuses of Southern Leyte State University on May 17-18, 2022 to hold an on-site validation of capital outlay projects and related programs of the University for fiscal year 2022.
During the initial meeting and discussion, Director Laceras emphasized that infrastructures are the lifeblood of an institution.
“We are pouring in more and more resources for SUCs because we know that it will not go to waste. We see your development to further maximize the potential of SUCs to ultimately produce quality and competent graduates,” Director Laceras quipped while encouraging Southern Leyte State U to develop the external campuses too.
In her talk, she further said that DBM will not promise any amount but they will listen objectively and assess the needs on the grounds.
“We will definitely come up with a consensus to help with financing Southern Leyte State U,” Director Laceras reassured.
Southern Leyte State was the 6th SUC in the region that DBM has visited.
Along with Director Laceras are Ms. Liberace Limsiaco, Ms. Evelyn Japzon, Ms. Florita Lacdo-o, and Mr. Adrian Nacionales, who visited some of the infrastructures that need construction, repair, and rehabilitation in the Main, Hinunangan, San Juan, Tomas Oppus, Bontoc, and Maasin City Campuses for accurate assessment of actual progress and performance of physical accomplishments.
Southern Leyte State U projects and proposals
The Southern Leyte State U’s proposed projects are clustered into infrastructures, repairs and rehabilitations in all six campuses, structures and facilities for Research and Innovation, Instructional Support, Business and Livelihood Support, Quality Assurance and External Linkage, and Futures Thinking.
The said proposals are anchored with the Philippine Development Plan (PDP) 2017-2022, 10-Point Socioeconomic Agenda, Ambisyon Pinoy 2040, and Sustainable Development Goals (SDG)
Main Campus
1. Establishment of a Pilot Solar Energy Project in the Engineering Buildings
This is to establish a combination of grid-tie and hybrid (grid-tie and off-grid) solar energy source configuration in the Engineering Buildings in the Main Campus. Establishing a renewable energy project for the new University Library will not only ensure efficiency in the delivery of services to the students, teachers, and researchers but similarly will allow the university to contribute to the utilization of clean energy advocacy of the government.
2. Completion of Center for Futures and Strategic Foresight, Quality Assurance and External Linkages
The university started to embrace the application of strategic foresight and futures thinking in crafting new and future policies that will guide the university in transitioning to new normal. With the active directions of the University to become responsive, relevant and pro-active in the delivery of service with due consideration of quality and excellence, such proposal was drafted.
3. Repair and Rehabilitation of Livelihood Training and Development Center Building, Student Building Center, and the new University Library
This proposal aims to restore, rehabilitate or reconstruct the University’s damaged infrastructures caused by Typhoon Odette which is necessary to sustain its activities and services. This is to also increase resilience and capacity of the University in coping with future hazard events.
4. Construction of Civil Engineering Laboratory Facility
This will advance the goal of the university to establish the research culture of the students, faculty and staff and will pursue the creation of new knowledge which are beneficial in improving the quality of the instruction function and also improve the lives of the people in the communities through technology transfer and inventions.
Tomas Oppus Campus
1. Rehabilitation and Expansion of Student Center Building
This Student Welfare and Development Center is an avenue which provides quality student programs and services in support of academic instruction intended to facilitate holistic and well-rounded individual, and the development of a responsible, active and effective leaders who can later become productive citizens of the country and the world.
2. Construction of New Academic Building
The project would make the university at par with other ASEAN countries in providing advance human development training through state-of-the-art facilities in education, social mobilization, multicultural education, and human resource management. This is also important for the institutions’ quest for the center of excellence in education in the province of Southern Leyte as it responds to the basic and fundamental needs of the partner agencies – the human resources. With economic internationalization, the human development building will make the institution ready to various international learning experiences for international exchange program.
3. Completion of Business Administration Building
The Business Incubation Building will be a venue for the conduct of business development processes which will be spearheaded by the Business Administration program with the support of various local and national agencies such as the Department of Trade and Industry and Chamber of Commerce.
4. Repair and Rehabilitation of various buildings and structures
The restoration, rehabilitation and reconstruction the University’s damaged infrastructures necessary to sustain its activities and services and to increase resilience and capacity of the University in coping with future hazard events.
Bontoc Campus
1. Construction of Student Center cum Evacuation Center
The construction of student center cum evacuation center provides various student-related services of the campus. Also, this building will house different administrative offices, student organization, clinic area, campus canteen and evacuation center area.
2. Repair/Rehabilitation of Agri-Fisheries Building, BioProTec, and other buildings and structures
The Agri- fisheries, Bioresource Production Technology Center (BioProTeC) and other various buildings need repair and rehabilitation which were damaged by the tremendous onslaught of the super typhoon Odette. It is the primary concern of institution to provide students, faculties and staff a safe and maximized utilization of the campus physical facilities. In accordance with the principle of “build back better”, this repair project is vital for the campus post-disaster recovery and for the resumption of the valuable BioProTec research activities.
3. Completion and Concreting of Campus Circumferential Road with Drainage System
The Campus Circumferential Road with Drainage System is expected to provide paved circumferential road network within the campus to make various buildings and facilities accessible to employees, students and transacting public.
San Juan Campus
1. Rehabilitation of Industrial Arts Building (FCM Building)
The Industrial Arts or FCM Building is a vital structure for conducting lectures and laboratory classes for the students of SLSU San Juan, especially for the Industrial Technology program. It has served as a venue for students' skills development and growth since the 1980s. However, recent calamities and the weathering of time have significantly affected the structure. Thus, there is a dire need for its rehabilitation to ensure that the University provides quality and excellent training and facilities to achieve our University's mission of producing graduates and life-long learners equipped with knowledge that enhances lives and invigorates economic development.
2. Rehabilitation of Academic Building
The Academic Building has been serving the campus for many decades. It was designed to house teaching learning activities - classrooms, offices and service areas for the proper functioning of academic and university programs and projects. The said building is quite old and was badly ruined by the Super typhoon Odette.
3. Completion of U-Shaped Two-Storey Academic Complex Building
The U- SHAPE Building nestled in the heart of the campus is a vital structure in any academic institution. This is the hub of the teaching and learning activities housing 12 classrooms, 6 laboratory rooms, 1 faculty room, 1 speech laboratory and 1 mother/nursing room. The multi-purpose two-storey edifice is of utmost importance due to the increasing number of enrollees attending programs in Accountancy, Management Accounting, Entrepreneurship, Office Administration, Technology and Livelihood Education, Secondary Education, Information Technology, and Industrial Technology.
Hinunangan Campus
1. Repair and Rehabilitation of various buildings and structures
The restoration, rehabilitation and reconstruction the University’s damaged infrastructures necessary to sustain its activities and services and to increase resilience and capacity of the University in coping with future hazard events.
Maasin City Campus
1. Major Earthworks and Construction of Two-lane Arterial Road Network, Waterworks and Sewage System
The project is essential to pave the way of succeeding infrastructure projects with significantly reduced hardship. All other projects hinge in the provisioning services of passable arterial road network which will determine the important subdivisions of the new location of the Campus.
2. Repair of Academic building and other various structures and buildings.
Restore, rehabilitate or reconstruct the University’s damaged infrastructures necessary to sustain its activities and services, and to increase resilience and capacity of the University in coping with future hazard events.
