RACCO RO 8 and SLSU MCC Collaborate for Orientation-Forum on RA 11642 IRR for Social Work Students
On November 20, 2024, a group of Third Year Section B Social Work Students conducted a meaningful seminar entitled Orientation-Forum on the Implementing Rules and Regulations (IRR) of Republic Act 11642 in collaboration with the Regional Alternative Child Care Office - Regional Office 8, bringing together esteemed guest speakers from across the region, together with ever active and supportive Campus Director of SLSU-MCC, Dr. Frederick C. Aniga, Faculty Dean, Dr. Magdaleno Samaco Jr., Social Work Faculty, led by Elmee Joy D. Oraiz, Social Work Program Head, and Seminar Class Adviser, Dr. Lucia Estella Grace A. Abaa, RSW, MSSW, Ed. D together with the Third Year Social Work Student participants. This event served as an enlightening platform to discuss the provisions and implementation of Republic Act 11642, also known as the Domestic Administrative Adoption and Alternative Child Care Act.
The distinguished speakers, Pierce Adrian C. Curbilla, RSW, and Ma. Chairose C. Gasatan, RSW shared their expertise on various topics related to adoption and alternative child care. The programs and services includes Domestic Administrative and Intercountry Adoption – A comprehensive overview of the adoption processes within the country and beyond borders. Alternative Child Care – Highlighting programs designed to provide care and protection for children who are unable to live with their biological families. Adoption Through the Simulated Birth Rectification Act (SIBRA) – Addressing the legal and administrative aspects of correcting simulated birth records to legitimize the status of adopted children. Foundling Recognition and Protection – Emphasizing the rights and welfare of abandoned children and foundlings.
One of the seminar's highlights was a thought-provoking discussion on the pivotal role of social workers in the National Authority for Child Care (AACC). Their efforts in ensuring the welfare of adoptive families and children were highly recognized and commended.
Adding a heartfelt touch to the event, the speakers showcased a moving video entitled Bell of Joy, symbolizing the journey of adopted children. The bell-ringing tradition, featured in the clip, represents the joy and new beginnings that come with adoption, leaving a lasting impression on everyone present.
Anchoring the activity to Sustainable Development Goal No. 4 : Quality Education, the seminar not only deepened the understanding of the IRR of Republic Act 11642 but also inspired participants to actively contribute to the advocacy for child welfare and adoption. The event's success highlighted the collaborative efforts of experts, social workers, and the community in building a brighter future for children in need.
