SLSU and TESDA-PTC Southern Leyte formalize partnership through MOA Signing
Southern Leyte State University (SLSU) and the TESDA Provincial Training Center (PTC) – Southern Leyte officially strengthened their partnership through the ceremonial signing of a Memorandum of Agreement (MOA) held on July 9, 2026, at the SLSU Board Room.
The ceremony was led by Mr. Ryan D. Lacdao, TESD Center Administrator of TESDA Provincial Training Center–Southern Leyte, and Dr. Jude A. Duarte, University President of Southern Leyte State University, represented by Dr. Constantino G. Medilo Jr., Vice President for Academic Affairs.
The Memorandum of Agreement establishes a collaborative framework between SLSU and TESDA-PTC Southern Leyte to strengthen Technical-Vocational Education and Training (TVET) through competency-based training, faculty capability development, competency assessment, accreditation, research collaboration, and other collaborative initiatives that will benefit students, faculty, staff, and the wider community. This partnership reflects the shared commitment of both institutions to producing a highly skilled, globally competitive workforce while supporting national and regional development goals.
The signing ceremony was witnessed by key officials from both institutions, including Mr. Ranulfo D. Kuizon Jr., Administrative Staff of TESDA-PTC Southern Leyte; Mr. Eric Herman F. Aquino, TESD Specialist II; Dr. Christine Dagulo, Vice President Administration and Finance; Dr. Francis Ann R. Sy, Vice President for Research, Innovation Publication and Extension; Dr. Mark Donald Oja, Director CICL; Mr. Joedee Mark Rodriguez, Head of the SLSU Tech-Voc; Mr. Jorton A. Tagud, ACAC Processing Officer; Dr. Adolfo C. Ancheta, Dean, FITM; Dr. Czarina Ancella G. Gabi, Dean, FCIS; Dr. Dinah F. Catamco, Dean, FHTM; and Dr. Josefina O. Carpentero, Dean,FETI. Their presence underscored the University's collective commitment to strengthening technical-vocational education and expanding strategic partnerships that create meaningful opportunities for learners and the community.

This partnership marks a significant milestone in SLSU's continuing efforts to broaden access to quality technical-vocational education and training while fostering innovation, lifelong learning, and workforce readiness. By leveraging the expertise and resources of both institutions, SLSU and TESDA-PTC Southern Leyte aim to develop programs that are responsive to industry needs, enhance employability, and contribute to the socio-economic development of Southern Leyte and the Eastern Visayas region.


Together, Southern Leyte State University and the TESDA Provincial Training Center–Southern Leyte reaffirm their shared vision of empowering individuals through quality education, technical excellence, and collaborative partnerships, paving the way for a more skilled, innovative, and globally competitive Filipino workforce.
