LIBRARY RULES AND REGULATIONS

A. LIBRARY SERVICE HOURS

SOGOD:  Monday to Friday – 7:00 A.M. to 5:30 P.M. with no noon-break

                             Saturday – 8:00 A.M. to 6:00 P.M. with no noon-break

CTE:        Monday to Saturday –7:30 A.M. to 5:30 P.M. with no noon-break

CAES:     Monday to Friday –7:0 A.M. to 5:30 P.M. with no noon-break

CAALS:   Monday to Friday –7:30 A.M. to 5:00 P.M. with no noon-break

CBM:       Monday to Friday –7:00 A.M. to 5:00 P.M. with no noon-break

                              Saturday 8:00 - 11:30 NN and 1:00 – 4:30 P.M.

B. CONTROL PROCEDURE: Entrance/Exit

1. User should wear his/her valid University ID, with library ID and complete uniform upon entering the library. The library staff reserves the rights to refuse admittance to clients who are not in prescribe uniform.

2. User must sign in the logbook/log sheet located at the entrance area.

3. Upon entering the library, user must leave his/her things at the baggage area provided outside. Only important belongings may bring inside.

4. Since the Library has adopted the open shelves system, the user must present his/her things upon leaving the library to ensure that all books are properly receipted.

C. LIBRARY CARD

1. Library card is to be used in borrowing books and to enjoy/avail other library services and privileges.

How to apply: An applicant must present the validated Official Registration Form (ORF), 1 pc. of 1x1 ID picture and official receipt (OR) of payment of Php 30.00 to the Circulation counter/desk in-charge. Fill up Library ID form & paste 1x1 ID picture and submit to the in-charge. For lost library ID a student must pay Php 50.00 for replacement fee. Claim Library ID after 10 minutes or as scheduled (other campuses) then log in the logbook/log sheet to acknowledge receipt.

2. The library card is non-transferable. A student found lending his library card shall be subject to disciplinary action.

3. Library ID must be validated every semester. Library ID’s of Graduating Students & Students who will transfer to other school must be surrendered. Shiftees must change their Library ID bearing their current course.

4. Library card shall be shown upon signing of clearances every end of the semester. 

D. LIBRARY ETIQUETTE

To ensure orderly and systematic use of the library, the users are requested to observe the ff:

1. SILENCE must be observed strictly at all times.

2. Courtesy must be observed at all times in requesting for library materials from the library personnel and in dealing w/ others inside the library.

3. The Library is mainly for research, study and reading.

4. Eating, sleeping, drinking, laughing, loud talking, making visual aids, doing industrial work and group problem solving are not allowed.

5. Handle books and other library materials with care.

6. Chairs must not be transferred from one place to another. Clean tables and push back chairs after use.

7. Borrow and return books to the circulation desk in the presence of the librarian or staff. Do not return borrowed materials directly to the shelves. Get back your library card upon returning borrowed library materials.

8. Stealing, mutilating books, vandalism and tearing of pages are strictly prohibited.

9. Cell phone must be switched off or into a silent mode before entering the library. Answer phone calls outside library premises.

Note: Failure to comply with the rules and regulations of the library will be dealt accordingly. 

E. FINES AND OTHER LIBRARY CHARGES

E.1 Failure to return a book on a due date will mean a fine.

E.1.1 For overdue books:

 Reserved, Circulation, Browsing (Fiction Books) and Filipiniana Books:

·         Php 5.00 for the first hour, Php 1.00 for the succeeding hours and Php 10.00 for the whole day

E.1.2 For Photocopy

·         Php 1.00 per hour and 15.00 if not returned on the day it is being borrowed.

       E.1.3 For improper charging out of books (borrowed for inside use but taken out of the library premise and returned the following day) will mean a fine of 20.00 a day.

Note: Charging of penalty includes Saturdays, Sundays, and Holidays.

F. SECTIONS AND SERVICES

F.1 RESERVE AND CIRCULATION COUNTER

Books widely used with limited copies and books assigned by the faculty as required reading materials for their classes are found in this section.

Note: Limited copies are good for one (1) hour only (for students), one (1) week for faculty and should be returned at the counter to give other users the opportunity to use the book.

Faculty members may request titles of books to be placed on reserve section by writing a letter to the librarian or may reserve the books personally.

The librarian has discretion to place books with limited copies on the reserve section depending on the subject offered for the current semester.

F.2. GENERAL REFERENCE SECTION

Encyclopedias, Dictionaries, Almanacs, Yearbooks, Manuals, Handbooks and Books of Facts are found in this section.

Note: General reference books are non-circulating materials and should not be taken out from the Library however; Photocopying is an exemption to this rule.

F.3. SERIALS/PERIODICALS SECTION

Magazines, Journals, Undergraduate theses, Graduate theses and dissertation, Research Proposals, School Publications-Headliners, Local/National Newspapers and other government publications are found in this section.

Note: Serials/periodicals are non-circulating materials therefore it should not be taken out of the Library.

F.4. MULTIMEDIA SECTION

Instructional materials such as CD’s, DVD’s, VHS, Cassette tapes, and cartographic materials are found in this section. Multimedia equipment such as TV, DVD player, LCD Projector, etc.  are found in this section.

Note: Audio-visual materials and equipment can be borrowed upon request by the instructor for instructional purposes.

F.5 FILIPINIANA SECTION

Books written about the Philippines (May it be a foreign author), books authored by Filipino and published in the Philippines are found in this section.

F.6 TECHNICAL SECTION

New acquisition of books and serials are being processed in this section. Further, book binding and repair are done in this section.

F.7 STACK SECTION (Foreign/non-filipiniana collections)

Books to supplement each program offerings of the University are found in this section.

F.8 BROWSING SECTION/FICTION BOOKS

Fiction books with literary merit are provided in this section.

F.9. OPAC (Online Public Access Catalog)

Online Public Access Catalog (DLM and other ILS) is available for easy access and retrieval of information to the library’s collections.

F.10. ELECTRONIC LIBRARY SECTION & STARBOOKS (DOST-STII)

For Electronic Resources/Online Database.

Ø  E-LIBRARY POLICIES:

1.     The computers are designed to be used for Educational and Research purposes.

2.     Downloading and installing programs into the computer unit is strictly prohibited.

3.     Visiting Internet sites that contain obscene, hateful or pornographic materials are strictly prohibited.

4.     Using the computer to perpetuate any form of fraud, or software or music piracy.

5.     Downloading commercial software or any copyrighted materials belonging to third parties, unless this download is covered or permitted under a commercial agreement or other such license.

6.     Introducing any form of computer virus into the network.

7.     The library staff has the rights to drive out anybody for violating any of the in-house rules.

8.     Internet user is limited to 1 hour/user/day unless nobody is waiting to use, time maybe extended up to one another 1 hour.

9.     Internet access is free of charge.

10.  A well trained staff is in-charged to give particular attention to all internet users.

F.11. CURRENT AWARENESS

Lists of newly acquired books and other materials are sent to Deans/program chairs to inform them of recent library acquisitions and the same posted in the Bulletin Board, interactive pages of the library for wide dissemination to the academic community.

F.13. LIBRARY ORIENTATION/INSTRUCTION

Scheduled orientation is given every start of the semester as scheduled to new students, transferees and shiftees to inform of the library policies, rules and services offered and how to avail them.
