PagLUPAD Para sa 2026: SLSU-TO Holds Two-Day Performance Review, Target Setting

Southern Leyte State University – Tomas Oppus Campus conducted a two-day PagLUPAD Para sa 2026: FY 2025 Year-End Performance Review and FY 2026 Target-Setting event on December 16–17, 2025. The event gathered campus officials, academic and administrative heads, faculty, and staff to assess accomplishments and set campus-based targets for FY 2026–2029.
 
Dr. Clemente H. Cobilla, Campus Director, delivered the welcome remarks, followed by Mrs. Judy O. Paz, SAO and Planning Officer, who delivered the statement of purpose, emphasizing the importance of reviewing, planning, and collaborative decision-making.
 
A significant portion of Day 1 was dedicated to showcasing accomplishments and outlining plans for the four functional areas: Academics, Research, Innovation and Extension Services (RES), Student and Engagement Services (SES), and Administration and Finance. Unit heads shared their achievements, challenges, and key areas for improvement. Participants also started developing the action plan to close gaps, improve efficiency, and ensure alignment with institutional goals and LUPAD targets for FY 2026–2029.
 
On the second day, Dr. Mark B. Galdo, RIES Head, presented the LUPAD Framework, highlighting strategic goals and campus-based LUPAD targets for FY 2026. Participants continued crafting the action plan, supervisory plans, and campus-based targets for FY 2026–2029, aligning them with LUPAD's strategic goals. This exercise aims to ensure that the campus effectively contributes to the university's overall development and success. Office heads formally presented their FY 2026 action and supervisory plans, which were reviewed by academic and administrative leaders and student representatives.
 
As part of the planning process, the Planning Office requested that each office/unit submit a “wishlist” of future proposals. Infrastructure projects are targeted for 2028 onwards, while furniture, fixtures, and equipment are lined up for 2027 onwards. Another planning session is scheduled for January 2026, during which the Campus Planning Office will finalize the campus-based targets of LUPAD, ready for presentation and submission to the University Planning and Development Office.
 
The event concluded with a closing program featuring impressions from selected participants. This initiative supports Sustainable Development Goal 4 (Quality Education) by strengthening institutional planning and governance, and by promoting the continuous improvement of academic and support services.
