Advancing Digital Governance: Enhancing Transparency and Service at SLSU Bontoc
In a significant move toward digital transformation, Southern Leyte State University (SLSU) Bontoc successfully conducted a hands-on training on the Procurement Management Information System (PMIS) and Policy Management Information System (PolMIS) on February 20, 2026 at BioProTeC Hall, SLSU Bontoc.
The activity, spearheaded by Mr. Hevin S. Ebarle Head of Campus Information System and Analytics (CISA) office. This activity is a part of the university’s LUPAD: Ascending of the Mighty Kingfishers initiative under its Strategic Development Plan 2025–2029.
The training brought together 33 participants from across the campus, including program coordinators, finance officers, procurement staff, and student services representatives. Attendees explored the PMIS platform through interactive sessions, practiced navigating real procurement scenarios, and developed practical skills for managing digital procurement processes.
“This training is about more than learning a system,” said Mr. Hevin S. Ebarle, head of CISA. “It empowers our personnel to work smarter, more efficiently, and with greater transparency, which ultimately benefits the entire campus community.”
Ms. Joedizza May Novena L. Pilapil and Samuel D. Tomaub served as resource persons from the University Information System and Analytics (UISA). Both of them guided participants through discussions on system functionalities, best practices, and strategies to optimize digital procurement. Hands-on exercises allowed attendees to apply what they learned in realistic situations, building both competence and confidence in the platform.
The campus also conducted a Policy Management Information System (PolMIS) session, led by Vaniza C. Estrera, Assistant to the University Secretary. The training focused on using the system for uploading proposals, memoranda of agreement (MOAs), and fiscal documentation requiring administrative and academic council approval.
Participants learned practical steps to navigate the platform, ensuring smoother coordination and compliance in campus policy management.
By equipping staff with the knowledge and tools to fully utilize PMIS, SLSU Bontoc Campus reinforces its commitment to accountability, innovation, and service excellence.
The training highlights the university’s continued drive toward a future-ready, digitally empowered campus, ensuring that administrative processes are transparent, efficient, and aligned with its LUPAD vision.
This initiative aligns with several United Nations Sustainable Development Goals (SDGs), particularly SDG 9 – Industry, Innovation, and Infrastructure, SDG 16 – Peace, Justice, and Strong Institutions, SDG 4 – Quality Education (secondary connection).
