SLSU Achieves Higher Performance Milestone with 4.55 “Very Satisfactory” Rating in FY 2025 DBM Annual Review
Southern Leyte State University (SLSU) continues to demonstrate excellence in public sector performance, achieving an improved rating of 4.55 or “Very Satisfactory” in the Fiscal Year 2025 Annual Agency Performance Review (AAPR) conducted by the Department of Budget and Management (DBM). This marks a notable increase from its 4.50 rating in FY 2024, reflecting the University’s sustained commitment to efficiency, accountability, and results-driven governance.
The AAPR, guided by DBM Circular Letter No. 2025-2, evaluates agencies based on financial, physical, income, and reportorial performance. SLSU’s improved rating underscores its strong institutional capacity to deliver on its mandates while adhering to national standards of public financial management.
SLSU exhibited outstanding financial management, achieving a Budget Utilization Rate of 99.10% in obligations and 98.83% in disbursements. These figures highlight the University’s ability to efficiently translate allocated resources into programs, projects, and services that benefit its stakeholders. Despite minor challenges such as failed procurement activities due to limited bidder participation, the University has proactively committed to enhancing procurement strategies, including improved market scoping and cost estimation alignment.
In terms of physical performance, SLSU successfully delivered 13 out of 14 key Performance Indicators (PIs) under the FY 2025 General Appropriations Act. The only partial accomplishment – on undergraduate program accreditation – was largely due to the unavoidable impact of Typhoon Tino, which disrupted scheduled accreditation surveys. Nonetheless, the University has outlined a comprehensive recovery plan to complete all pending accreditations and strengthen disaster-responsive mechanisms, reaffirming its commitment to academic quality and institutional resilience.
SLSU also excelled in income performance, achieving an impressive collection rate of 207.61%, more than double its annual target. This milestone reflects the University’s proactive efforts in resource generation and financial sustainability through innovative and viable income-generating initiatives. Moving forward, SLSU aims to further diversify and enhance its revenue streams to support long-term development goals.
The University was likewise commended for the timely submission of all required Budget and Financial Accountability Reports (BFARs). This demonstrates SLSU’s strong adherence to transparency, accountability, and compliance with government reporting standards. Continuous improvements in internal review and validation processes are also being pursued to further enhance report accuracy and quality.
The DBM recognized SLSU’s overall performance and expressed appreciation for its consistent delivery of commitments aligned with national development goals. While celebrating this achievement, the University remains focused on addressing identified gaps – particularly in procurement efficiency, project delivery, and accreditation completion – to ensure even stronger performance in the coming years.
