Kalampusan ni Kingfisher: SLSU Conducts FY 2025 Agency Performance Review and FY 2026 Target Setting
Southern Leyte State University (SLSU) successfully conducted “Kalampusan ni Kingfisher: FY 2025 Agency Performance Review and FY 2026 Target Setting” on December 19, 2025, at the Multi-Purpose Court (MPC), SLSU Main Campus, with key officials and employees from across the University’s six campuses participating onsite and online. The activity was spearheaded by the University Planning and Development Office (UPDO) as part of SLSU’s continuing commitment to excellence, accountability, and data-driven governance.
Anchored on LUPAD: Ascending of the Mighty Kingfishers, the University’s Strategic Development Plan, and aligned with the performance commitments under the FY 2025 General Appropriations Act (GAA), the activity served as a platform for reflective assessment and forward-looking planning. It aimed to evaluate SLSU’s physical and financial accomplishments, analyze key outcome and output performance indicators (KOPIs), and establish informed and realistic targets for FY 2026.
In his opening remarks, University President Dr. Jude A. Duarte emphasized the reflective and celebratory nature of the activity, underscoring the people-centred foundation of institutional performance: “This is the essence of our performance review and target setting this morning. We need to reflect on the achievements and successes attained by our faculty, staff, and students. The outstanding contributions brought in by our faculty, staff, and students need to be acknowledged, recognized, and celebrated.”
The program featured comprehensive presentations of FY 2025 year-end accomplishments vis-à-vis GAA and LUPAD-embedded targets, delivered by the University’s Vice Presidents covering the major functional areas—Academic Affairs; Research, Innovation, and Extension Services; Administration and Finance; and Student Engagement and Support Services. These presentations provided a holistic view of institutional performance, highlighting both achievements and areas for improvement, grounded in empirical data and year-on-year trends.


The session emphasized recalibrating targets to ensure accuracy, realism, and strategic alignment with available resources and institutional priorities, while maintaining compliance with national oversight agencies such as DBM, CHED, COA, and ARTA.
Bringing together University officials, campus directors, planners, administrative and budget officers, and academic leaders, Kalampusan ni Kingfisher reinforced SLSU’s culture of collaborative governance, transparency, and shared responsibility. Notably, the activity required no additional budgetary appropriation, reflecting prudent resource utilization and effective internal coordination.
As SLSU charts its course toward FY 2026, the activity affirmed that performance management at the University is not merely a compliance exercise, but a strategic mechanism for continuous improvement—ensuring that every plan, peso, and program contributes meaningfully to quality education, sustainable development, and responsive public service for the people of Southern Leyte and beyond.
