SLSU Conducts Two-Day Orientation on Government Procurement and NGPA Updates

The Bids and Awards Committee (BAC), procurement officers, and related offices from all Southern Leyte State University (SLSU) campuses, including SLSU Main, Bontoc, Tomas Oppus, San Juan, Hinunangan, and Maasin City, participated in a two-day training entitled “Orientation on the Basics of Government Procurement with NGPA Updates” held on October 8–9, 2025, at the Mini Theater, Learning Commons, SLSU Main Campus, San Roque, Sogod, Southern Leyte.
University President and Head of the Procuring Entity, Dr. Jude A. Duarte, delivered the opening message, highlighting the importance of understanding the New Government Procurement Act (NGPA). Dr. Christine Alma Mae M. Daguplo, Chief Administrative Officer for Finance and Chairperson of the BAC for Goods and Services of SLSU Main Campus, shared the objectives of the activity and the significance of updated procurement practices.
On the first day, Regional Director Imelda C. Laceras, CESO III, a GPPB-accredited trainer from DBM Regional Office VIII, discussed the Key Provisions of RA 12009, Strategic Procurement Planning, and its link to the budget process. She emphasized modernized procurement processes, governing principles of procurement and its approaches, criteria for bid evaluation, and roles of the Bids and Awards Committee.
The second day featured Ms. Florita M. Lacdo-o, Chief Budget Management Specialist and GPPB-accredited trainer, who presented and explained the different modes of procurement under RA 12009. An open forum followed, allowing participants to clarify queries and share insights. Certificates and tokens of appreciation were awarded to the resource speakers, and Dr. Dewoowoogen P. Baclayon, Vice President for Administration and Finance, delivered closing remarks, stressing the importance of staying updated on NGPA.
Through this orientation, Southern Leyte State University reaffirms its commitment to strengthening the knowledge and skills of its BAC, procurement officers, and related offices, ensuring efficient, transparent, and accountable procurement practices across all campuses.
