SLSU-TO Strengthens Procurement Efficiency Through PPMP and APP Training Using PMIS

Southern Leyte State University – Tomas Oppus (SLSU-TO) conducted a Training-Workshop on the Formulation of the Project Procurement Management Plan (PPMP) and the Annual Procurement Plan (APP) using the Procurement Management Information System (PMIS) on October 3, 2025, at the SLSU-TO Conference Room. Campus officials, program heads, and end-users from different departments attended the activity. The training aimed to equip faculty and staff with the skills necessary to make informed strategic procurement decisions that streamline planning and budgeting processes, minimize errors, and promote effective time management.
The program opened with a welcome address from Ms. Judy O. Paz, Student Affairs Officer, followed by the statement of purpose delivered by Dr. Clemente H. Cobilla, Campus Director. The training sessions were facilitated by Mr. Robin Ariel F. Sumaya, Budget Officer III, and Mr. Reymark M. Cativo, BAC Secretary, who spearheaded the lectures, demonstrations, and hands-on activities.
Topics covered included the formulation of PPMP using the PMIS, the generation of APP, and a continuation training workshop on procurement planning. Each participating unit and department also presented their outputs, showcasing their application of the training.
In her closing message, Dr. Norla Grace A. Betarmos, Faculty Dean, highlighted the importance of aligning procurement decisions with the university’s mission, regulatory standards, and commitment to efficiency and transparency.
