SLSU-TO Champions Gender Safety Through Seminar on Safe Spaces Act

The Southern Leyte State University - Tomas Oppus Campus conducted a campus-wide seminar on the Safe Spaces Act (Republic Act 11313), also known as the "Bawal Bastos Law," on August 5, 2025, at the Campus Mini Theatre—this initiative aimed to foster a safe, inclusive, and respectful academic environment.

In her welcome message, Dr. Pritzel Lee G. Capili, Head of the Office of Students & Auxiliary Services, emphasized the university's proactive role in creating safe spaces free from gender-based discrimination and harassment. Following this, Dr. Clemente H. Cobilla, Campus Director, delivered the statement of purpose, highlighting the relevance of Republic Act 11313 in addressing long-standing gaps in the protection and safety of individuals in both private and public spaces.

Atty. Merquita delivered a comprehensive lecture on the Safe Spaces Act, covering its legal foundation, history, and implementation. She explained that the law was signed on April 17, 2019, with its Implementing Rules and Regulations approved on October 28, 2019. Her presentation covered key components of the law, including Gender-Based Sexual Harassment (GBSH) in various settings, such as streets, public spaces, workplaces, and online environments. She clarified what constitutes public spaces under the law.

The resource speaker also discussed the penalties and legal consequences for violators, which vary depending on the severity and frequency of the offense. She provided practical information on where and how victims can file complaints, including options such as reporting to barangays, police authorities, or appropriate government agencies. The seminar also addressed the responsibilities of employers and employees in preventing workplace harassment, procedures for handling harassment, and steps for filing complaints related to gender-based online sexual harassment.

An open forum followed the presentation, allowing participants to raise questions, express concerns, and seek clarification. The seminar concluded with a powerful message: every member of the community has a role to play in maintaining safe and respectful spaces for all.

This initiative reinforces the university's commitment to Sustainable Development Goal 5, which promotes gender equality and ensures safe, inclusive spaces for all.
