Southern Leyte State U joins other SUCs in EV in IGP, Procurement manual formulation

 

Alongside other nine state universities and colleges (SUCs) in Region 8, Southern Leyte State University participated in the workshop of the Formulation of SUCs' Customized Procurement and IGP (Income-Generating Projects) Manual for Eastern Visayas on August 18-20, 2022 at Leyte Normal University.

This was organized by the Eastern Visayas chapter of the Philippine Association of State Universities and Colleges (PASUC-8) in which the 10 SUCs in the region, including Southern Leyte State U, are members of such association.

The three-day workshop was done in order to update the existing IGP and Procurement Manual considering that the IGP activities somehow have seemingly become complicated over time and the government procurement processes become dynamic.

In his welcome message, PASUC-8 and Visayas State University President Dr. Edgardo E. Tulin further explained the need to revise the manual given that SUCs are currently facing procurement issues and concerns about the production and use of its existing IGP facilities.

"This workshop is very much timely in order to obtain coordinated and established standard procedures in the implementation of IGP activities as well as the procurement of goods and services," President Tulin said.

The activity generally aims to come up with a customized IGP and Procurement Manual for SUCs in Region 8 to include In-House procurement and other related concerns in which procurement procedures of internal IGPs not aligned with RA 9184 (Government Procurement Reform Act) are identified.

Further, such undertaking focuses on formulating strategies for inclusion in the procurement guidelines consisting of the step-by-step processes taking into consideration the combination of IGP and Procurement standards.

Present in the workshop were the respective University Presidents from the different SUCs in the region, Vice Presidents for Administration and Finance, Accountants, Heads of the Procurement Office, IGP Office, and Internal Audit Office.

The Regional Director of the Department of Budget and Management (DBM) Imelda C. Laceras also graced the three-day activity as a resource person who talked about procurement 101 and the procurement planning and its link to budget preparation process.

Another resource person along with Director Laceras was the Department of Education (DepEd) Undersecretary Atty. Gerald L Chan who virtually attended the workshop. His discussion focused on the dos and don'ts in government procurement, and the legal framework to comply with accountability mechanisms.

DBM-8's Chief Budget and Management Specialist Ms. Florita M. Lacdo-o served as the workshop facilitator during the whole duration of the activity.

After the presentations of the first draft of the customized Procurement and IGP manual on the third day of the workshop, it underwent a rigorous deliberation in which comments, suggestions, and recommendations from the resource persons and University Presidents were taken into consideration.

Director Laceras hopes that the manual, with the implementation of all the recommendations, will reach the Commission on Higher Education (CHED) Central Office and will serve as an inspiration to other SUCs in the country to have a harmonious IGP and Procurement Manual for all.
