COMPETITION MECHANICS
1. Eligibility
- Open to all bona fide students and employees of Southern Leyte State University (SLSU) across the six campuses.
- All CART members and ARTA focal persons are prohibited from joining the competition to avoid any perception of bias.
2. Selection of Office
The participant must select one (1) office from the following list based on their previous transaction experience:
- Office of Student Affairs Services
- Office of Business Affairs and Resource Generation Office (BARGO)
- Office of the University Library
- Office of the Cashier
- Campus Area Network
- Office of the President
- Office of the University Registrar
- Office of Human Resource Management
- Office of the Chief Administrative Officer - Administration
- Office of Physical Plant Development and Maintenance
3. Identification of Service
- Within the selected office, the participant must identify a specific service or transaction process that needs improvement to ensure optimum client satisfaction.
4. Proposal Content
- Title of the Proposal
- Executive Summary (maximum 200 words)
- Background/Problem Statement: Describe the current service issues experienced.
- Objectives: State the intended improvements and goals.
- Proposed Solution: Detail the innovative solution, strategy, or intervention.
- Implementation Plan: Step-by-step plan, including resources needed and timeline.
- Expected Outcomes: Anticipated benefits and impact on clients.
- Potential Challenges and Mitigation Measures
- Sustainability and Scalability: Potential for wider application and long-term adoption.
5. Evaluation Process
- All submitted proposals will be screened and vetted by the Committee on Anti-Red Tape.
- Finalists will be selected based on their total scores using the established rubrics.
6. Evaluation Criteria
- Relevance to Ease of Doing Business and Client Satisfaction (25%)
- Addresses a real, important gap in client services.
- Aligns with the goals of EODB and efficient service delivery.
- Innovation and Creativity (25%)
- Introduces a new idea or an original approach.
- Demonstrates creative thinking beyond conventional methods.
- Feasibility of Implementation (20%)
- Realistic under current university conditions.
- Solution is achievable within reasonable resources.
- Impact on Client Experience and Service Efficiency (20%)
- Likely to result in significant improvements to client satisfaction.
- Reduces processing time, simplifies processes, or enhances transparency.
- Clarity and Organization of Proposal (10%)
- Well-structured, clearly written, and easy to understand
